Social Media Now a National Security Priority, Says Ribadu
The National Security Adviser, Nuhu Ribadu, stated that social media has become a priority and a national security concern.
Ribadu made this statement in Abuja during a meeting with spokespersons from various organizations, as part of the Strategic Communication Interagency Policy Committee.
The NSA explained that the harmful use of social media poses threats on both local and global scales.
Ribadu noted that the National Security Strategy (NSS) was last updated in 2015, which led to the launch of the 2019 edition. He mentioned that this version is currently undergoing a new review.
He instructed media managers in defense, security, and emergency response agencies to adjust their methods of public engagement and counter disinformation spread by the country's adversaries.
Meanwhile, the detained terrorist negotiator, Mohammed Tukur Mamu, urged a Federal High Court in Abuja to transfer him from the Department of State Services (DSS) custody to the Correctional Centre in Kuje, in the Federal Capital Territory (FCT).
The National Security Strategy (NSS) document is reviewed every five years to adapt to evolving security threats in the country.
Ribadu emphasized that members of the Strategic Communication Interagency Policy Committee must adopt a proactive and strategic approach to managing national security communication.
He also noted that spokespeople in the security sector must address the concerning use of media and social media platforms to create rifts between citizens and various levels of government.
Ribadu also identified the widespread presence of fake news, misinformation, and disinformation as significant threats to national security and effective public engagement.
He stated, “Globally, we have seen how social media platforms are skillfully used by those seeking power to influence public opinion against citizens. This threat is both local and international, making it an urgent national security priority.”
"The need to be proactive in our national security communication strategy is pressing, and spokespersons have a crucial role to play."
Ribadu emphasized that the 2019 National Security Strategy, which is currently being reviewed, highlights strategic communication as an element of national power.
He said this strategy should be woven into all operational aspects, including information operations, psychological operations, public diplomacy, and public relations, to effectively project the nation's power and values.
The National Security Adviser (NSA) also urged the development of a comprehensive plan to engage Nigerians, build trust, and counter violent extremism.
Ribadu tasked the spokespersons with coordinating their efforts to deny media exposure to terrorist groups and criminal elements like Boko Haram and armed bandits, who threaten citizens' rights to life, dignity, and security.
The NSA recommended that, when engaging with the public, security sector communicators should consider the personal sacrifices made by service personnel.
He stated, “On the backs of the service personnel and the men and women who protect us daily, we must build a narrative of resilience and rally our people.
“We should share their stories and honor their commitment as part of a broader national strategic communication program.”
"As spokespersons, you play a pivotal role in governance communication, helping to highlight our achievements and connect with audiences both domestically and internationally.
"Combating fake news will require us to stay ahead of the news cycle and proactively keep the public informed."
The NSA assured that government communications would align with President Bola Tinubu's vision and directives. He emphasized that messages must be well-coordinated and consistent with national security objectives and values.
