RMAFC unveils plan for digital dashboard to track govt revenues

The Revenue Mobilisation Allocation and Fiscal Commission has recommended the construction of a National Revenue Dashboard to communicate with all government revenue-generating entities.

According to RMAFC, the dashboard seeks to provide real-time digital tracking of revenue inflows, promoting transparency and enhancing fiscal management across the country.

It also proposed a system that would allow for a statutory review of the revenue allocation formula every five years.

The ideas were stated in a communiqué issued during a three-day retreat for members and management staff of the Revenue Mobilisation Allocation and Fiscal Commission.

The retreat, held at the Ibom Hotel and Golf Resort in Uyo, Akwa Ibom State, focused on the theme "Understanding the Role of Revenue Mobilisation Allocation, Fiscal Commission, and Other Stakeholders/Agencies in Nation Building."

Hon. Ismail Agaka, Chairman of the Commission's Public Affairs and Communication Committee, gave the communiqué, which was signed by the Commission's Chairman, Muhammed Shehu, and Secretary, Joseph Okechukwu.

Part of the statement stated, "The commission should establish a National Revenue Dashboard that will interface with all revenue-generating agencies for digital real-time monitoring of revenue inflows from them."

"The RMAFC should put in place mechanisms to enhance its function in the area of fiscal management as it relates to advisories on revenue, expenditures and debt management."

In the communiqué, the Commission also recommended for a statutory review of the revenue allocation formula every five years, as required by the constitution.

It also proposed amending Section 162(2) of the Constitution to set a certain timeline within which the President must deliver RMAFC's proposal on the revenue allocation formula to the National Assembly after receiving it.

The Commission also advocated for a constitutional amendment to include local government chairmen and councillors in the salary package stated in the 1999 Constitution of the Federal Republic of Nigeria, as amended.

The RMAFC stated in the communique that "Section 162(6) of the constitution should be amended to ensure that the allocations of the local governments are paid directly to them from the Federation Account in accordance with the Supreme Court ruling delivered on July 11th, 2024 on local government financial autonomy."

"The commission should argue for the amendment of key sections of the PIA to allow for the expansion of the current Board of the Nigeria National Petroleum Company Limited to include representatives from some major stakeholders, such as the state, local government, CBN, and others.
