Our National Assembly needs to pass a Nigerian Security Bill 2021 to end this spiralling cycle of violence

(1) Disarmament centres will be established in every one of Nigeria’s 774 local government areas where illegal weapons will be handed in without any prosecution

 

 

(2) As from April 1 2021, it will be illegal for anyone to own an automatic weapon like an AK47. Anyone caught with one will be subject to a statutory 10 year jail sentence

 

 

(3) A public works programme will be launched by every state government to provide emergency jobs for everyone. Anybody who hands their weapons in will be automatically enrolled in it

 

 

(4) Everyone of our 774 local government areas must have at least one technical training college where vocational courses are taught. Qualifications such as City & Guild in animal husbandry, City & Guild in automobile parts retailing, City & Guild in bus driving, etc will be offered

 

 

(5) Open grazing will be made illegal. Any livestock found to be grazing in the open will be confiscated with those in charge facing a mandatory service of five years in jail

 

 

(6) Mega cattle ranches will be opened in Borno, Niger, Taraba, Kaduna, Yobe and Bauchi states. Smaller ranches will also be allowed to open on other states subject to local guidelines

 

 

(7) These mega ranches will also serve as disarmament centre, be home to technical training colleges and be turned into industrial centres with leather factories, milk processing plants, dairy plants, animal feed compounders, etc

 

 

(8) Kidnapping shall attract a mandatory death penalty. Anyone who pays ransoms to kidnappers too shall be regarded as an accessory and be subject to a five year jail sentence

 

 

(9) Each geo-political zone shall create a regional security network designed along similar lines to the Amotekun Corps. It will augment the activities of the police and other security services

 

 

(10) It will now be illegal for anyone not to be educated up to SSS3 Three level in Nigeria. Exemptions will exist for those with learning difficulties who will be allowed to pursue vocational careers
