Nigeria introduces mandatory pre-employment drug testing for public service applicants
The Nigerian Federal Government has sanctioned the implementation of compulsory pre-employment drug screenings for prospective candidates seeking positions in the Public Service.
This initiative is part of wider efforts to combat the increasing issue of illicit drug usage and its consequences on national development and security, according to officials.
The announcement was made in a circular disseminated by the Office of the Secretary to the Government of the Federation (SGF) to all Ministries, Departments, and Agencies (MDAs), including additional ministerial and parastatal bodies.
As per the new directive, permanent secretaries and heads of MDAs are mandated to incorporate drug testing as a fundamental requirement for hiring new staff.
MDAs have also been instructed to work alongside the National Drug Law Enforcement Agency (NDLEA) in carrying out the tests, following established standards and procedures.
In a statement authored by Segun Imohiosen, the Director of Information and Public Relations in the SGF’s office, it was stated that the measure aligns with the current government's commitment to effectively address drug and substance abuse and to maintain the integrity of the national workforce.
The Federal Government has expressed that the policy is motivated by concerns over the concerning rise of drug and substance misuse in the nation, especially among the youth.
It cautioned that this trend brings significant danger to public health, job productivity, socio-economic growth, and national security.
While the government considers this policy a proactive measure to foster a disciplined and efficient public service, it is anticipated to highlight discussions regarding implementation issues, such as costs, the transparency of testing processes, and safeguarding the rights of candidates.
Analysts believe that establishing clear guidelines and ensuring compliance with due process will be essential for the policy to meet its aims without potential misuse.
The new drug testing requirement is projected to be enforced across MDAs as recruitment protocols are revised in accordance with the circular dated December 22, 2025.
