Kwara adopts new system to speed up CofO issuance
Kwara State has launched a digital land management system, the Kwara State Geographic Land Information Service (KW-GIS), to automate land administration and provide efficient services to citizens. Governor AbdulRahman AbdulRazaq announced that the new system would enable applicants to obtain land titles within two weeks to 30 working days, provided all requirements are met.
The Governor explained that the system is designed to address chronic issues of manual records, inefficiencies, and delays that have discouraged investors and slowed down property transactions. He emphasized that the KW-GIS represents a complete transformation in land record management, providing a modern, automated, and transparent platform.
The system offers several benefits, including eliminating duplication and loss of land records, shortening processing times for Certificates of Occupancy, enhancing revenue generation, and promoting investor confidence. The Governor hailed the launch as a major milestone in the state's ease of doing business reforms.
The Commissioner for Finance, Dr. Hauwa Nuru, praised the Governor's commitment to institutional reforms, stating that the initiative positions Kwara as a national leader in several World Bank-supported programs. The Executive Chairman of the State Internal Revenue Service (KW-IRS), Mrs. Folashade Omoniyi, noted that the new system bridges longstanding gaps in land administration and documentation.
The Executive Secretary of KW-GIS, Alhaji Sulyman Abdulkareem, called the launch a milestone in land administration, pledging to digitize all land and archive necessary documents for future generations. The Project Consultant, Dr. Paul Adepelumi, described the digitalization of KW-GIS as a revolution that sets a new national standard, easing online applications and removing bottlenecks.
The Project Manager, Engr. Ali Muhammad Kalot, detailed the system's features, including digital parcel mapping, land records integration, revenue generation, and user access control. He confirmed that over 200 KW-GIS staff have been trained and equipped to handle all processes.
