FG endorses local modular refinery project in Delta
The Federal Government has approved the modular refinery initiative by Ebenco Global Link Limited in Koko, Delta State.
The government views the project as a significant achievement in addressing crude oil theft, illegal refining activities, and persistent supply issues in Nigeria’s oil industry.
Ebenco is currently progressing with the construction of its modular refinery designed to process 30,000 barrels per day, which the government notes is among the most important indigenous refining initiatives in recent decades. The refinery, which is fully fabricated and localized, is intended to enhance domestic processing capacity, alleviate fuel scarcity, and strengthen national energy security.
During an inspection visit, the Minister of State for Petroleum Resources, Senator Heineken Lokpobiri, praised the initiative. He pointed out that the project supports the Federal Government’s reforms in the petroleum sector as part of the Renewed Hope agenda. He further stated that Ebenco's advancements reflect an increase in investor confidence in local energy infrastructure.
Lokpobiri clarified that modular refineries, when supported by solid governance and local fabrication, represent a viable solution to mitigate pipeline vandalism and illegal bunkering by establishing legitimate and scalable alternatives within the oil supply chain.
Dr. Ebenezer Oluwagbemiga, the Chief Executive Officer of Ebenco, mentioned that the refinery would commence operations in phases, starting with 5,000 barrels per day before scaling up to full capacity. He noted that once fully operational, the project would create jobs, enhance local content, and diminish the economic motivations behind illegal refining.
Management Consultant Dr. Peter Akindeju emphasized the refinery's modular design as a significant advancement in local engineering, enhancing production adaptability and reducing delivery timeframes. He called on the government to award the project pioneer status, citing its importance for refining growth, job creation, and energy security.
Dr. Omonigho, an Associate Professor at FUPRE, praised the investment as a notable milestone towards industrial self-sufficiency, demonstrating Nigeria's ability to construct complex midstream and downstream facilities.
